Peaslee TELEPHONE: (207) 624-3058 BUREAU/DIVISION: Transportation Systems Planning JOB DESCRIPTION: The Deputy Chief of the Bureau of Transportation Systems Planning manages the Office of Highway and Bridge Planning. This key management position is responsible for overseeing a staff of 56 whose work involves managing the transportation system (inventory, mapping, analysis), managing the capital work plan (scoping, prioritizing and programming capital improvement needs), developing long range plans and policies, managing planning studies for major transportation investment, coordination and collaboration with all MaineDOT partners (municipalities, Regional Planning Commissions, Metropolitan Planning Organizations, business and non-governmental organizations). This position is also the key liaison with FHWA-Maine for purposes of identifying and programming federal transportations funds. MINIMUM QUALIFICATIONS: A twelve year combination of education, training, and/or experience in transportation planning and program development, or related field, to include experience coordinating the functions of diverse groups, four (4) years of which must have been at the managerial level. Candidates with American Institute of Certified Planners (AICP) and / or Professional Transportation Planners (PTP) preferred. Strong speaking and writing skills are a must. The primary focus will be helping the Practice leader conduct consulting projects related to strategic planning for transportation organizations and projects, process analysis and improvement, and policy analysis. Typical duties may include, but not be limited to, research, interviews, report writing, data analysis, and related work as appropriate. We are looking for someone who is organized, resourceful, analytical and creative to join our team.
Desirable qualifications:
* Bachelor’s degree in public administration, business administration, transportation, engineering, logistics, urban/regional planning or related area (Master’s degree a plus, but not required)
* Demonstrated ability to perform effectively under tight deadlines and with multiple priorities
* Experience working for or directly with metropolitan planning organizations, state DOTs, federal transportation agencies or other relevant agencies desirable
* Excellent written and verbal communication skills (presentation experience a plus)
* Proficient in standard MS-Office computer applications

The Central Massachusetts Regional Planning Commission (CMRPC), serving 40 communities in southern Worcester County, with a population of about 500,000, is seeking an experienced, and innovative team-oriented planner for the position of Associate Planner to advance and expand the Commission's Community Planning Program and to act as a liaison with the Central Region Homeland Security Council. The selected individual will provide support in some of the following concentrations: economic development planning, homeland security planning and administration, community development block grants, brownfields, and local assistance programs.
The preferred candidate should have many of the following skills and abilities:
Understanding of land use planning and zoning, growth management, housing and CDBG; excellent verbal and written communicatio skills; knowledge of Homeland Security programs, services, trainings and exercises; and inter-personal skills to relate professionally with other members of the planning team and member communities.
The preferred candidate will have the following minimum requirements: a Masters degree with two years of relevant experience or a Bachelors degree with four years of relevant experience in the planning field. Salary is mid-high $50,000 depending on qualifications and experience. Considerable experience may be substituted for degrees at the discretion of the executive director.
